
Under the ACE Funding Framework
The changes to adult and community education (ACE) funding were initially announced in July 2005. Since then the Tertiary Education Commission (TEC) has worked with the sector to gather and analyse information about costs, types of delivery and the volume of learning, to inform the implementation of the framework. As a result a new funding model was released in early April 2006.From January 2007, funding for all ACE providers will be allocated according to the type of ACE delivery.
Total funding for each provider will be calculated as follows:
- a base rate that funds the provider to engage with the local community, assess community learning needs and design a programme of activities;
- a rate per learner hour for direct learning [note: this is a single flat rate, not a differential rate as announced in July 2005]; and/or
- a payment for brokerage services.
Providers will not have to submit an assessment of their provision against ACE priorities in order to receive funding, though providers will have to show that their activities align with the ACE priorities through the quality assurance process.
