
Overview & Introduction to Sector Funding
There are four possible sources of funding for ACE.Under the ACE Funding Framework
The changes to adult and community education (ACE) funding were initially announced in July 2005. Since then the Tertiary Education Commission (TEC) has worked with the sector to gather and analyse information about costs, types of delivery and the volume of learning, to inform the implementation of the framework. As a result a new funding model was released in early April 2006.From January 2007, funding for all ACE providers will be allocated according to the type of ACE delivery.
Total funding for each provider will be calculated as follows:
- a base rate that funds the provider to engage with the local community, assess community learning needs and design a programme of activities;
- a rate per learner hour for direct learning [note: this is a single flat rate, not a differential rate as announced in July 2005]; and/or
- a payment for brokerage services.
Providers will not have to submit an assessment of their provision against ACE priorities in order to receive funding, though providers will have to show that their activities align with the ACE priorities through the quality assurance process.

Community Learning Aotearoa NZ (CLANZ) funding
CLANZ allocates small amounts of funding to community groups for community learning needs.Funding is not available to groups that receive direct funding from the government. Only specific learning projects or programmes for adults are eligible for funding. Priority is given to:
- projects and programmes of groups which do not have easy access to other funding
- learning opportunities to make things fairer and strengthen peoples choices;
- learning opportunities outside the control of schools, polytechnics, and universities
- projects where the learners have control of the learning, rather than those where others decide what people need to learn
- local or regional groups rather than national bodies.

ACE Innovation and Development Fund
The Adult and Community Education (ACE) Innovation and Development Fund provides for one-off funding to support particular projects related to development in ACE and innovative ACE provision. To be eligible for funding, projects need to demonstrate a connection to one or more of the following:- innovative ACE provision (all ACE organisations and groups eligible)
- development that assists the establishment of the organisation (non-directly funded ACE organisations and groups eligible)
- national capability building (ACE sector organisations eligible).
ACE New Provider Fund
The ACE New Provider Fund was established in May 2004 to support previously unfunded ACE providers whose programmes and activities align well with the governments ACE priorities. The fund ws allocated for the first time in 2005.Information about requirements and criteria for any future funding allocation rounds is yet to be advised.
